I like to point to Lady as a character Funny Santa Baby Yoda Is This Jolly Enough Christmas Shirt that works great as an antagonist without going into the territory. She’s a villain of the story, but she’s sympathetic. You can easily see why the people look to her for guidance because everything she does is in service to them. There’s no real greed villainy to her. Just a leader doing all she can. The audience gets to decide whether they side with her or not.
